Where did it all start?

To respond to the growing population and urbanization of the island, the Department of Public Works is embarking on Guam’s largest infrastructure project in the history of the island. The Guam Transportation Plan presents a comprehensive, long-term strategy to improve transportation throughout Guam.

The GTP documents the impact associated with the U.S. Department of Defense (USDOD) multiple services build-up expected to occur between 2010-2014 and beyond 2030. The proposed increase of military personnel on Guam includes 8,000 Marines, 1250 Navy, 600 Army and 2630 Air Force personnel.

Development of the GTP was guided through an extensive community outreach effort. Two major public meetings were held in February and October 2008. The public was encouraged to identify existing transportation issues and needs. They were presented with the proposed transportation improvements to review and develop new ideas for solutions. Various members of the community including village mayors, civic and business groups, local and federal agencies were participated in the community meetings.
